Dovin Baan is one of those characters that you are not really sure of , I mean you know that he is all for order and whatnot but it seems that his actions leads to some confusion.

His latest planeswalker is no exception. Normally the colors of the Azorius(Blue and White) mean that you expect heavy control and will only attack when needed which seperates them from the smash face first  , ask questions later of the Boros Legion. However Dovin seems to bring other things and may herald a more aggressive Azorius Senate.

I say this because of his first ability. Until end of turn whenever a creature you control deals combat damage to a player , put a loyalty counter on Dovin , Grand Arbiter.

So that would be one counter per one creature. And this pushes me to conclude that you need to keep attacking with weenies to reach that Dovin ultimate.

If you don't have a creature to attack with then you could create a 1/1 Flying Thopter Artifact with his second ability to have one.

But you have to attack often and attack with a lot. And the pay off is in this ultimate ability where Dovin will let you look at the top ten cards of your library and you could then put 3 of them in your hand for future use. The rest will be put in your library in a random order.

So who benefits from Dovin? Weenies. Make sure you have attackers when he lands on the battlefield so you could draw cards on your next turn to give your hand more fuel.
